RX590 Zero RPM is still not working when the speed change to manual on 19.1.2

Does it mean the speed change to manual, the zero rpm should be off ? But I need to change the speed and also need to stop when the temperature is less than 40 ℃    graphics card:RX590

Yup, that's everyone...welcome to 2019. it seems to be the new norm. from here on out if you click it you're stuck with 1200 rpms minimum. what's funny (not really though), is when my gpu driver crashes ingame...not only do I get a black screen...I also now get my gpu fans ramped up to 100%...you know, just incase I wasn't aware that my amd driver just crashed yet again.
