driver install error 99

I have been unable to install any of the recent driver package updates, 18.12.2, 18.12.3 and 19.1.1 on two identical pcs.  Both crash and restart the pc before the install completes right around where the screen typically flickers, then error 99. Error 99 – AMD Installer Cannot Continue Because the Driver has not Been Digitally Signed | AMD

 

The fix mentioned there doesn't work in my case.  I can either restore or run DDU from safe mode to get it running right again but not with any of those 3 driver package versions.  The other stuff (sfc, dism, chkdsk, fixboot, etc etc) doesn't do anything.

 

I have no issue installing 18.12.1.1 so I'll stay there for now.  If you have any suggestions on what the issue could be with the newer releases, let me know!

Memory: 8192MB RAM

DirectX Version: DirectX 12

 

Edit:

I forgot to mention if I do a restore, the driver listed when windows boots is sometimes the version I tried to install.  However radeon settings and other features will not work.
