FreeSync and High Refresh Rates

I purchased new monitor, AOC AGON AG251FZ, and I selected to disable FreeSync but my monitor informs me that it is still enabled.

I use DisplayPort 1.2 for connecting it to my GPU. The reason I want to disable it is that I want to use an option

with the name "Low Input Lag" in monitor's menu, that cannot be used with FreeSync enabled.

Moreover, I noticed that with high refresh rate enabled in windows options (anything above 60Hz), the memory clock is always at max 1500MHz, instead of 150MHz. Is that normal?

Do I have to set the refresh rate in windows options or setting it in game's resolution menu is enough?

I ask this because there is no need for more Hz using desktop applications (office, internet etc) causing higher clocks, temps and watt consumption.

Any help / answer is much appreciated!!
