Drivers newer that 17.12.2 do not install with VEGA 64, Unknown AMD Hardware error

I am finding it impossible to install the Radeon drivers newer than 17.12.2 that I got from the Gigabyte site

Initially I had a Gigabyte RX Vega 64 Gaming OC, and the following is true both for it and for the Sapphire RX Vega 64 that I replaced it with, thinking it had a technical fault.

The specifications of the computer are so:

This is a Desktop

Processor: AMD FX-8350

Mainboard: MSI 990FXA GAMING (BIOS is at the latest version, 1.4)

Memory: 32 GB of DDR3 Kingston

OS: Windows Server 2008 R2 Standard Service Pack 1

Screen is a Samsung U32J59x, 3840x2160 @60Hz DisplayPort - DisplayPort

700 watt EVGA power supply

C++ redistributable is is version 14.16.27012

.Net is at the latest 4.5 version (the distribution version of .Net 4.5 in the driver complains that a newer version is already installed if I try to run the installer directly.)

All important updates to Windows have been done.

The problem:

The issue is that I cannot install any Radeon drivers newer than 17.12.2. I want to install the never drivers because I have an issue where the videocard goes to sleep and does not awake, which is shown by the following behaviour:

1. Make sure that power management setting in Windows are set to do nothing at idle to both the computer, disks, and screen.

2. Lock the computer or leave it idle for some period of time (several hours) and turn off the screen.

3. Return to the computer and attempt to awaken it by moving the mouse or pressing Shift. Turn on the screen.


The screen will be black. The monitor will have found the output from the DisplayPort or HDMI (same effect on both) and will be displaying a completely black screen.


To get back into the desktop I have to first connect via Remote Desktop to the computer and that will return the login screen to being displayed on the monitor. This is a very cumbersome workaround, and it is hoped that a more recent driver has fixed this issue.


Another issue is that sometimes the display crashes completely when watching Netflix. This is manifested in the sound stuttering in the same half-second looped, and the screen is refreshed into blackness at a visible screen, line-by-line until nothing remains except perhaps a few artefacts of either red, green, or blue pixels. This can only be resolved by force restarting the computer using the power button. This is another issue that is hoped that a more recent driver will remedy.

Installing a more recent driver:

Having cleaned the old driver bits from the computer using Display Driver Uninstaller including deleting the C:/AMD folder, the computer is restarted and the Radeon Software Adrenalin Edition 18.11.1 is run, unpacking it and running the installer.

The installer will present the terms and conditions, and then having clicked “Accept and Install”, the installer will wait for a little and then present the message “UNKNOWN AMD Hardware”. No other information is available:

The Vega 64 will appear as Standard VGA Graphics Adapter in the Device Manager.



Trying to install the driver via the Device Manager will result in the message that the current driver for the Standard VGA Graphics Adapter is already the most recent one.


Returning to the 17.12.2 install, it will install correctly, offering the options of AMD Display Driver version 23.20.15007.1005, AMD HDMI Audio Driver version 7.12.7727, and AMD Radeon Settings version 2017.1217.1452.26725.



Trying to install 18.11.1 over-top after a reboot results in the installer recognising that 17.12.2 is partially installed (probably because the AMD Radeon Settings was not functional.)



However it does not present the option to upgrade the video driver.



And the install of the never version of AMD Radeon Settings results in a broken configuration that either crashes at start at boot

I tried to install 18.11.2 just now, however it too does not offer to upgrade the video driver and results in a partial install.

Yes, it repeats that the package manager couldn’t find the or a path to somewhere or from somewhere.


Following from the AMD General Error guidelines from here:


DISM /Online /Cleanup-Image /RestoreHealth can’t be done because /RestoreHealth cannot be used when servicing a version of Windows that is earlier than Windows 8 or Windows Server 2012 images as per


SFC /SCANNOW however passes without any faults.


I do not want to do a reinstall of Windows.


Any other solutions I can try?
