r9 nano fan idle speed  at 1700rpm and can't change

Hi, I have a Sapphire r9 nano (used),and put it in a aorus gaming box ,and connected to my laptop with thunderbolt 3 .

It reports 19%pwm at 1700rpm

I'm trying to lower the minimum fan speed (it's the noisier in the gaming box )

I've tried lowering ucMinimumPWMLimit to 10% (it's at 19% default), and it results in MSI AB reporting at idle 10%pwm... Still at 1700rpm.

The fan (according to online review photos) should be 1500 idle rpm.

Is there something wrong with this card.
