A design "flaw" by AMD meaning 2 dies have to share 1 memory controller which annihilates memory bandwidth per core, a still unfixed Windows issue which annihilates performance compared to Linux, and programs which must be able to take advantage of at least 28 threads properly are the issues. The fact the 2990WX costs $300 less than the I9-7980XE and you get 32 cores are the advantages.
