any driver i use above 18.7.1 seems to have stuttering in all apps and on the desktop.
currently i went back to 18.6.1 to fix it but i just thought this should be on your radar.
MSI b350m Bazooka most recent bios (8/17/2018) flashed recently to see if that would fix it which it did not.
1800x CPU, RX 580 4gb MSI Armour, (8x2) 16gb crucial ddr4 2667. if you need any more info let me know.
