18.5.1 (display driver 24.20.11016.4) doesn't properly deinitialize the device on shutdown

I'm using PCI passthrough to pass RX480 card to Windows 10 virtual machine.

When I shut down or reboot the virtual machine without rebooting the host, the guest will hang during boot.

This did not happen on 17.6.2.

It seems that the device is not properly deinitialized and assumes it will be reset by the boot process, which turns out is not always the case.

I believe this is a driver bug, as the previous version was working fine in this setup.
