    Ryzen 3 1200 Precision Boost/XFR not working.

I got my self a Ryzen 3 1200. I did put it into my system witch I did build. When i would go and benchmark my CPU I would notice that it never goes over 3.1 GHz and all the cores are at 3.1 GHz. In my BIOS I have everything on auto setting and amd cool'n'quiet on. I got the latest chip set driver for the X370. When I did enable the Ryzen mode in the power plan it was still at 3.1 GHz and still did not turbo to 3.4 GHz. So I went around to re-installing Windows 10 Home 64-bit to see if that was the issue but it was still at 3.1 GHz with a clean install. I now have only the amd GPU graphics driver installed (because i have a RX 580). I am willing to accept any help or tips you may have to resolve this issue.

      System info:

Motherboard: MSI X370 SLI PLUS with latest BIOS with all at auto settings/default.

GPU: RX 580 with latest driver (18.3.2)

      CPU: Ryzen 3 1200

      RAM: DDR4 2400 MHz with intel X-AMP

PSU: 650 watts gold with 6 pins going into CPU

Hard drive: Western Digital black 7200 RPM

      OS: Windows 10 Home 64-bit.

(If you need anymore hardware/driver info ask me)

      Many Thanks.
