Bug using glTeximage2D and PBO with large image ( more than 2048 ) and GL_BGR

i have a graphic card AMD ATI Fire Pro V 4900 (window 7 x64) and would like upload an image (6Kx6K) with GL_BGR or GL_RGB pixel format into a 2D Texture (i'm using a pbo to transfer data to gpu). When i try to call glTexImage2D, application blocks indefinitely. Can you help me to understand if there is a driver bug?

I tested the same application on different Nvidia graphic cards with good results.
