You can change the default Radeon Overlay hotkey combination under Radeon Settings > Preferences so that you do not accidentally activate the overlay during regular system usage. It is not possible to disable Radeon Overlay.

That is incorrect. Actually, when setting the new hotkey combination (as described by "amdmatt") simply hit the "Del" key, and the display shows "None" as new hotkey. I found this solution at https://www.reddit.com/r/AMDHelp/comments/7m2hhr/disable_radeon_overlay/ and tested it successfully.
Thanks being able to deactivate this really helps a lot.
The problem is not whether it can be activated or deactivated. The problem is it is going off at random, and stealing keyboard focus. I definitely did not press ALT-R or any sequence that used ALT-R. But it kept activating. The Radeon Settings for changing it was not working either. No matter which key I press, F1, F12, ... it kept going back to ALT-R. Which would not be the worst thing ever, except it seems like it was really just "R" or some other common used key on my Dvorak keyboard.
So can't change it. Common character. All around a really bad design. Whoever thought of this should be responsible to do the emergency hot fix, and personally apologize to every single user. That said, I am extremely thankful the DEL key worked to remove this setting!
