Concerned that Sapphire RX Vega 64 might be faulty

I've been trying to build a basic cryptocurrency mining rig with just one RX Vega 64 card to get started. No matter what I do, I can't seem to get the motherboard to recognise the GPU. I've tried almost every configuration of driver going back for the last few versions, but nothing seems to actually bring the GPU into being recognised. It has never shown up in `lspci`. I've tried it connected to the PCI x16 slot and on a riser connected to a PCI x1 slot.


So I'm reaching the conclusion that maybe it's just faulty. Unfortunately I don't have any other cards to confirm this. Anyone have any other thoughts?
