Does it stay at 1.36 when you put a load on it? Typically, when the CPU is not heavily used, it will downclock depending on your windows power profile. Windows provides 3 types of power plans under additional power settings: Power Saver, Balanced, and High Performance. I have seen on intel processors that high performance setting will not downclock and drop voltage. Balanced will, and I have never used power saver except for laptops.
So try a different power plan and see how that helps matters.
more on this if you download ryzen master and open a web browser or something you should see a spike in frequency.
make sure you install the amd chip set drivers from amd's website as they contain a new amd optimized balanced power plan.
