Are you using strictly AMD Wattman to control your GPU fans or a 3rd party program like MSI Afterburner?
I heard that sometimes disabling AMD Cool'N'Quiet in BIOS allows Wattman to fully control the GPU fans.
Also you should Upgrade Windows 10 to Version 1709 fully. These latest drivers probably work best in the newer version of Windows 10.
No not using wattman; and can not use windows 10 1709 since it breaks a critical function of VEGA FE (10 bit color precision).

RADEON PRO 18.Q3 driver solves the problem, they added the global tuning tab to control fan speed.
I have the same issues.......had to go back to 17.11.4.
1 of my Vega 64's fans go to 100% straight after reboot.
These drivers just get worse and worse!!
