RX 480 works great with my computer monitor using the hdmi and display ports, but when I try to hook it up to my 4K TV via HDMI the screen goes permanently white and doesn't display anything.

Just a guess, is your hdmi cable "hispeed" I realize some websites say all hdmi are the same. I KNOW my 3D bluray player - TV connection was a failure using standard HDMI and I HAD to use the hispeed cable.
The only other thing that comes to mind is the cable isn't plugged in far enough. Seen that before. OOP!
New Update:
If I boot into safe mode the TV can perfectly display the proper image. If I boot up normally it will only get to the welcome screen before the image turns completely white, then I have to hard reboot.
Update #2: I have finally been successful in using the rx 480 with my samsung mu6300. The issue was that UHD HDMI was on and that caused the screen to turn white permanently. Apparently I can't enable 4:4:4 and have to stick with 4:2:2
have to disable HDMI UDH color in the samsung settings to be able to use the TV as a monitor
