Radeon software setup doesn't launch: Error 0xc0000005

After upgrading to the latest Adrenalin drivers, my RX 480 kept crashing constantly while playing games so I wiped the driver using the newest DDU to install the previous version and after rebooting, any version of the Radeon software installer won't start. Trying to open the setup.exe only gives this message after a few seconds:

and leaves this information in an Application Error Event:
