Seeing as the blockchain driver is still way faster than Adrenalin in Monero, I assume it isn't using compute optimization. Is there a way to force it? Perhaps through a registry edit? The difference is 34~40%
The blockchain driver was a specific driver whose optimizations are not included in any other driver release. Graphics mode toggle is not applicable to Vega as they do not require manual toggling.
This is not consistent with AMD's representatives claiming:
According to company representatives, all of the features that benefit compute workloads are already enabled by default in Vega's architecture, so the switch isn't necessary.
If all features that benefit compute were enabled Adrenalin would match beta blockchain driver in Monero.
Which 'AMD Representative' are you referring to ?

Then that's talking about architectural difference between Vega and previous cards, not about any driver differences between the special edition blockchain driver and regular driver releases. AMD even states in the release notes that that driver is a one off release, and will not be updated.

This still doesn't explain why compute performance is left on the table in Adrenalin in this instance but not in other mining cases.
Because Adrenalin is focused on gamers, not miners.
They specifically advertise mining as well in Adrenalin. Patently untrue.
That slide states Ether, you stated Monero. That slide states RX 570, you stated Vega 64. Also link to the source showing it is comparing Adrenalin against the blockchain driver and not November's Crimson releases.
You said it's focused on gamers. It's evidently not just focused on gamers.
You say it's not about Vega, AMD reps have talked specifically about Vega.
Why are you being intentionally obtuse? Let AMD answer why I am not fully able to use compute capabilities on the latest drivers.
Hopefully, the next 12 months will be solely focused on gamer fixes/improvements.
