Ubuntu 16.04.3 multiple ATI Drivers Radion + AMDGPU ?

How can I get my Radeon HD 7660D to use radeon and my R9 290 to use amdgpu ?

no matter what i have tried so far fresh install of amdgpu-pro-17.40-492261 breaks the system

 

then I can not even load the radeon drivers unless I do another fresh install
