Ryzen 1700 runs at 1.37ghz, requires restart to get back to normal clock?

My 1700 is OC'ed to 3.7ghz.  If the pc sits for a while and goes to sleep it will wake up and run at 1.37ghz.  I have restart the pc to get the processor back to 3.7.  It did do the same thing on a regular start up as well, but that was one instance.  It seems like every time it goes to sleep this happens.  Ive never run into an issue like this and cannot really find and information on it so if anyone has any ideas or thoughts it would be greatly appreciated.
