High Performance Power Plan bugging out on AMD Threadripper and possible other Ryzen CPUs after extended time causing stutter.

I use High Performance since AMD Ryzen Balanced and Balanced

does not work very well.

 

Restart fixes it too but changing Power Plans is faster.

 

When I noticed it, I checked task manager and 17 hours had passed since last restart.
