AMD External Events Utility causing crash to Mirillis Splash 2.x.x versions... Crimson 17.1.1 installed

I recently installed Windows 10 Pro x64 on my Dell Inspiron 5567 laptop with latest drivers from dell support

After installing Splash 2.1 and trying to start the program it crashes with the following error :

Splash has stopped working

A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available

Fixed this when I manualy stopped AMD External Events Utility Service

Is this AMD External Events Utility affecting my GPU performance when gaming or when I watch videos with Splash ?

Hope this issue will be solved on the next Crimson driver update !
