Can you specify which Ryzen 3 you have? Ryzen 1200 or Ryzen 1300x. And also would you kindly post your PC specs in order to help you further? Thanks.
It's the Ryzen 1200. 4 GB DDR 4 ram and a MSI GTX 950 GPU

There are a few steps that can be done to try and fix this issue.
1- Make sure your power plan settings is set to high performance in the control panel.
2- Turning off Cool&Quiet option in the bios seems to help some people but can cause higher temperatures.
3- I'm assuming you're using Windows 10, so I'd suggest checking for updates and if you haven't updated to the latest Fall Creators update, I suggest you do so, many people have reported performance gains with their Ryzen CPUs after the update.
4- Update your chipset driver through AMD (P.S download the chipset driver for your current motherboard. e.g Gigabyte AB350 or MSI 370 or whatever your motherboard model is.)
5- A temporary fix is whenever you get those drops is to restart your PC it seems to fix the issue (Temporarily)
