PC Freeze with 2 cards but not with 1

no matter what radeon driver i use (after v15.11) my computer will freeze as soon as it gets to the desktop with two cards installed. if i unplug the 2nd one and boot, no issues at all....  however i can run version 15.11.x-beta with no issues at all, but running that doesn't allow me to play some games ex. BF1.  anyone else run into this issue. and how do i fix this?   Also this issue started happening sometime around July i think.... related to 17.7.2 driver???? i rolled back all the way to 15.11 and never touched it again assuming that a new driver would come along and fix the issue but it seems it has not.


I have tried a clean install in Win10 and just the radeon driver and it freezes then too. Im at a loss here...
