MSI RX480 GAMING 8GB Downclock

Hi guys, I'm writting here because I did a lot of research in Google and I can't find a clear answer... The point is my RX480 is nearly never on his supposed core clock when heavy task, only in certain gpu basic test like the gpu-z render one. Games like PUBG never make the gpu do its 1305 basic core clock, even if I overclock it to 1320 or so. I uninstalled afterburner and I'm managing the gpu with wattman that also undoes my memory and core boost in every reboot, only keeping sometimes target temps (90-85 to avoid throttling) and the +50 power. Also in PUBG when I scope or simply aiming sometimes appear purple edges (whith oc and no oc). I'm starting to wonder if its broken or what... Also I tried 3D mark demo and I'm getting arround 4200 score that I think it's pretty low for my specs:

-CPU: Ryzen 5 1600 @ 3.75GHz , 1.308V

-MB: MSI B350 Mortar

-RAM: TridentZ@3200MHz

-MSI RX480 Gaming 8GB (samsung memos)

-PSU: Targan BZ 900W

I hope you can help me to solve the mystery to fix it or make a RMA guys. Thx!
