Black Screen after driver update (Rx 480 Strix 8GB)

I have been trying to update my drivers for a while now...  Normally what will happen is that the new driver starts getting installed (when the screen goes black for a second) the whole OS will freeze and I have to hard reset it.  After the hard reset, the computer will show the startup logo, after that the windows login fails to load in.  (Just a blank screen, no cursor).  After that, I'm forced to go into safe mode (windows login shows up here) and roll back the drivers.


I have attempted this multiple times and I get the same result.  I have already used the AMDCleanup Utility to try and help resolve the issue with starting from scratch.  Just the same result as well.
