At some tech sites they go in process of isolation by installing 1 stick of ram if they running some issues. Maybe you can give it a try.

I hope you've fixed this by now. I had a similar issue with a Ryzen 5 1600 mini ITX build recently. Turning off AMD Cool'n'Quiet seems to have resolved it.
Edit: It's still broken...
I'm going to try compiling a custom kernel as described in the tutorial below.
