TCL 43S405 TV & R9270x Locked at 3840x2160 30HZ

So, as the description implies, I purchased the TCL 43S405 TV, and the current card in the machine is an older Sapphire Radeon R9 270X 4GB. From everything I have read the card should support 3840x2160 at 60hz, and the TV should as well, yet it's locked at 30hz. Links for both products provided below.

I'm using the display port output on the 270x into the HDMI 1 port on the TV. The input for the TV is set to HDMI 2.0 and I do get signal, but if I open the windows display adapter properties it only shows 30hz selections for that resolution. Also, on the monitor tab it labels the device as a Generic PnP Monitor and 30hz is the highest selection. So the only option I have currently is to run at 3840x2160 at 30hz. Granted it looks fine, but I was under the impression 60hz would be doable. Any help on getting 60hz, or even confirmation that it won't work and why would be greatly appreciated.
