Samsung CF791 + Vega 64: Flickering and FreeSync doesn't work properly when changing minimum processor state to a lower percentage in the Ryzen Balanced Power Plan

The CF791 FreeSync problems were patched a month ago and FreeSync worked properly without flickering.

My CF791 is now flickering again when using FreeSync with my RX Vega 64. For example: Windmill Demo and FIFA 18 (menus and animated scenes).


Even more worse is the fact that FreeSync is completely failing to work when I decrease the minimum processor state in the Ryzen Balanced Power Plan.

The lower the percentage of the minimum processor state the more tearing.
