Threadripper idle frequency

Just finished my Threadripper build and noticed the CPU frequency never goes under 2.2 GHz. At first I blamed it on Windows (I just moved it from my old i7-4790k build to this one), but after a clean install it still idled at 2.2 GHz. Kind of much since I'm used to speeds of 800 MHz at idle. After searching the web (not too many results with idle or minimum CPU frequency, everyone is talking about the maximum they were able to squeeze) I found out that this seems to be the normal idle speed. Why is that? Wouldn't it be more practical to lower it (less power consumption and heat generation)? Has anyone tried lowering it?
