GPU scaling doesn't allow me to use 75hz for CS:GO. (Details Below)

Basically, I can play CS:GO with 75hz without GPU scaling on. Recently, I've decided to play 1024x768 Blackbars instead of stretched. However, whenever I go to advanced settings to change the HZ when GPU scaling is on, (Makes black bars appear when on), it just lets me use 60hz. Anyway to fix that? I tried Custom Resolution Utility but that just messed everything up, before I could use CRU but recently with the AMD update or maybe Windows 10. It just messed up my resolution and it makes it super small or cuts out half of my screen.
