I suggest a 650W PSU or better to have the best outcome, with room for expansions down the road

Well, here's the thing. The Vega 64 Liquid can pull near 400 watts itself, rest of your system fits in the remaining 250w envelope. However, PSUs do lose capacity over time, with traditional capacitors it was 2% per year, solid state caps are much more stable but there still is a slow decrease. So while you will most likely not experience any issues, I would recommend going ahead and upgrading to an 850w unit, and go full on top of the line Amazon.com: Seasonic Flagship PRIME TITANIUM 850 SSR-850TD Active PFC 80 PLUS Titanium 850W PSU You paid what, $800 for that GPU?
