This helped me, I had the same problem. Use those programs to clean install your graphics drivers and reinstall them with the latest update. If you can't get the radeon settings to come up:
This PC, local disk, amd, wu-ccc2, ccc2_install, WULaunchApp. That should launch the settings app.

the "DISM" and "SFC" execution mentioned no failure, it was mandatory to uninstall the complete AMD drivers using the "AMD Clean Uninstall Tool".
but this caused a different problem, afte uninstalling the driver there was no Display anymore even after several reboots. But I could manage using my Laptop
for remote Desktop login. After installing the 17.9.1 Crimson it seems to work again without any error Message.
Checking the mentioned atiadlxx.dll I detect that is now an older one

i beleive here is root caus of the problem that this file was exchanged with an impropper one.
