Do I really need a CPU cooler?

I'm wanting to purchase an AMD Ryzen 5 1600x for my first PC build. The case is a Corsair SPEC-02. I don't plan on overclocking, running games on ultra high graphics (yet), or anything like that. My total wattage is 396W, the CPU producing 95 of those watts. I have three case fans (one of which is included in the case, the other two are additions), and the video card has two (just to be thorough). A couple friends of mine, who know a lot about building computers, told me that for my specific build I don't need a CPU cooler. Their idea is that my build will not get hot enough that a CPU cooler will be necessary, and I would be buying something I don't really need. All this being said, my question is: do I need a CPU cooler? A quick caveat, if the conclusion is that I need a cooler I plan on removing one or two case fans.

Please by all means provide extensive explanations. This has been a learning experience for me, and I see no reason why it should end now.
