From part of help, are you already using the latest driver for your graphic card model? The version it should be 16.2.1 beta, if you are already using that driver version, so you should contact Dota 2 support, so they can see what can be done, maybe for further patch. Or think about buying new pc.

Not sure what driver are you using, but they are old, just reinstall them
1º Use google and download DDU "Display Driver Uninstaller"
2º Run your windows in safe mode and run the DDU to uninstall the AMD drivers
3º Download new drivers and install them
I noticed that you are running Windows 7 and not Windows 7 SP1. Need to update your Windows to SP1 and fully updated thru Windows Update for the AMD drivers to work correctly.
The 4GB of RAM is most likely your drawback. Since you are on a laptop your system is eating RAM away like there is no tomorrow.
Windows generally runs around 1.5 - 2GB idle, the video is trying to use up to 2GB and the game is trying to use all 4GB itself. My suggestion, download CPUID, verify your RAM Speed and type and upgrade. With that Gen1 I5, your max will be 8GB.
