17.8.1 drivers not installed. Cannot install any version of drivers now.

I have been playing games using the Vega release drivers successfully on a Vega Frontier Edition card. I have been able to go back and forth installing the Founders Edition drivers and the Vega release drivers without issue. I attempted to install the 17.8.1 drivers and after the install completed, I was presented with a screen that just stated "your drivers have been installed" with just a checkbox below to keep drivers up to date. Usually after a successful Radeon driver install there is a prompt to restart the computer; I didn't get that, but rebooted anyway. The Radeon option on the right click menu on the desktop is gone and I cannot launch the Radeon settings application.

I tried running DDU to remove drivers, then reinstall the FE drivers with no success. Ran DDU a second time and tried installing the 17.8.1 drivers, this time with the Dell monitor disconnected from DP. Same result. I am unable to install drivers.
