Can't seem to find anything that says across the board all AMD Rzyen "x" processors have the 20 degree offset. Please advise if i'm just blind!
The offset applies to all Ryzen processor models.

This one never got the offset. It got a boxed cooler from startup, a tested Hardware that works for sure . And of course, the 1700 got only 65 W TDP. It get not really warm and not loud. Not like X Series, 95 TDP and no boxed cooler
The offset was only for the first time after release for the x Series in march 2017, to prevent head damage, bluescreens or crashes. Now, most of the bios can read the temp´s without any trouble for the costum cooler.
the 20° offset is disabled, since the Ryzen 5 release. Use the latest Ryzen Master Tool (1.0.1) to get a proper Temp. .
Tools like Aida64 shows you (in the maentime )the right Temp. as well.
