My ATI radeon graphic card is over heating on auto fan the fan does not increase in RPM on games while it should it does not to a point the PC freez due to graphic card over heating if I set fan speed to manual at 80% or more then I dont face such problem

My ATI radeon graphic card is over heating on auto fan the fan does not increase in RPM on games while it should it does not to a point the PC freeze due to graphic card over heating if I set fan speed to manual at 80% or more then I don't face such problem why cant the graphic card increase the fan speed on over heating by default like it should?
