R9 380X: 4K monitor blinking between image and black when connecting through Displayport 1.2

I've recently bought a 4K monitor.

It connects fine to my PC if I set it to Displayport 1.1 or if I connect with an HDMI cable, however then 4K is limited to 30Hz (no HDMI 2.0 support on the card) and I can't use FreeSync.

Unfortunately, when I set the monitor to DP 1.2 and connect it, it blinks between a black screen and the PC image about once every 1-2 seconds. Here's a video.

I've found this thread and others with similar problems and bought a short (2m) DP certified cable (Startech DISPL2M) as that was the only real suggestion but that didn't help.

It exhibits the same behavior with a single monitor.

When connected to a 2015 Macbook pro through a mini-DP -> DP adapter and the same cable it doesn't exhibit this behavior.

How can I solve this?
