Can't Install Drivers on Win 7 64-bit

Alright. I've been at this for two days now, and I need Windows 7. This is not a want or a comfort zone thing it is a necessity for work. Every single time I try to install the AMD Drivers for the Radeon R9 2xxx series on Windows 7 64-bit, it immediately crashes and complains about msvcr120.dll. I've tried reinstalling windows, then immediately installing the driver and it crashes as soon as it loads. I tried waiting until I installed SP1 and got the same problem - crashes as soon as I run the installer.

What is going on here? Windows 10 doesn't support some of the proprietary hardware I need to do my work not to mention it is 200% unstable. I haven't had an install of Win 10 last me more than a week before I have to reformat and reinstall.
