How to specify graphics card for specific program?

So today, out of the blue, Photoshop CC is not recognizing my R9 390 unless I disable the on-board graphics, which I use for a second monitor. Since the Catalyst Control Center is apparently no longer available, how am I supposed to be able to specify which card Photoshop should be using?

 

I realize this might not be popular... but I can do this with an NVIDIA card. Why can I not do this with an AMD card? I really can't overstate how frustrating this has become.
