Hi, if was a pixel problem, the whole screen it would have that problem, but you can see, the start bar and the letters are fine, just format your system, is the most easy way to fix your problem.
What is that winxp?
If you look at the picture it says windows 7 sp1, also the screen is supposed to be black, but there are blue pixels everywhere. I don't think that a simple format will fix the problem.
I don't think its necessary but here are the full specs:

https://www.notebookcheck.com/Sony-Vaio-SV-E1511X1EB.76913.0.html And your AMD graphics is 7650M.
First thing to do is update your OS. Win7 must be fully updated before trying to install the latest AMD drivers. If Windows Update doesn't tell you "There are no more updates available"...keep installing until you get that message.
Go to Intel support, run their automatic driver update checker and install the latest Intel Graphics driver...if it finds one. This has to be done before trying to install a AMD driver on laptops.
Correct driver for your laptop > Legacy
1. Download and save the correct AMD driver
2. Download and save DDU https://www.guru3d.com/files-details/display-driver-uninstaller-download.html
3. Disable All anti-virus/anti-malware/anti-anything
4. Delete the contents of the C:/AMD folder of all previous drivers
Uninstall the old drivers using the computer control panel > 'uninstall a program' > choose AMD and uninstall everything:
Reboot into SAFE MODE > run DDU and let it restart your computer. Install the new drivers. Reboot.
Uhm, I don't think that you understood my problem. I have blue pixels with and without drivers, it doesn't matter, I've tried all these. I performed a reflow on my GPU and now it is working without pixels, however the catalyst control center still cannot be opened. The error says that CCC cannot be oppened, there are no configuration settings.
Uhmmm...I understand your issue perfectly. I don't think you do.
Update your OS....all of the updates, not just the ones you think are important. As I posted.
Install the correct driver...as I posted.
My OS is SP1 latest. Drivers were working fine, after the blue pixels the CCC stopped working. Even with latest and original drivers.
SP1 is just part of it. Until you have installed all the "Critical", "Recommended", and "Optional" (no language packs, etc) you are not updated.
If you have problems with Windows Update, read the fix > Windows will not update after a fresh install
If you don't get this message, you are not updated:
"THERE ARE NO MORE UPDATES AVAILABLE"
The Intel drivers must be the latest version and installed BEFORE the AMD graphics driver....as mentioned, you get that from the Intel link I supplied.
Yes, I have all the updates.
