AMD Overdrive is not supported with Ryzen processors, you need to use the Ryzen Master Utility instead.
You should try booting in safe mode and then uninstalling Overdrive.
OK Figured out that AMD Overdrive ties its drivers to the boot up and was finally able to find the driver in safe mode and isolate it from boot process. That allowed me to go in and uninstall Overdrive. All is well again thanks for the help.
