I'am currently having mouse lag/stuttering issues myself too, after the 17.7.2 driver. I'm sorry that i am not providing you any solution but i don't know how you can start a new thread in this peculiar forum in order to talk about my problem specifically. So instead i chose your thread which has a common situation like mine. And let's hope that someone will help us ;-)
(Basically i do think that the only solution will be a new driver with the patch that fixes the problem. So, no real hope for a workaround in the 17.7.2 driver)
My story starts like this:
I have a completely updated PC and today as of 28/07/17 i chose to download and install the new 17.7.2 driver. After that, i constantly see mouse lag and stuttering in my OS.
I have the same build of hardware and software but the mouse lag issues are terribly annoying after the new update.
I crossed-checked it by myself in order to prove my theory and i found out that only when AMD's Radeon Settings is loaded, my weird mouse stuttering problems begin.
I haven't touched anything from AMD's settings and all are in their default values. Still, the mouse cursor is not smooth and precise as it was before the new driver update.
It doesn't go from 1 to 2 to 3 to 4 to 5 to 6 etc, but it goes instead from 1 to 4 to 6 etc. It skips movement areas visible in my screen. So it has to be an issue with the new driver!
Ps. I have an RX580 8GB and a G402 Logitech mouse with the latest driver installed (v8.94.108)

Same here, appears when running HWMonitor/CorsairLink4/OpenHardwareMonitor. Closing programs stops the stuttering, relaunching them also restarts the stutter.

I'm currently having the same issue. I use CAM (from NZXT for monitoring - don't care about accuracy much) and other "background" applications like Corsair Gaming Software for the keyboard and Logitech Gaming Software for my mouse. Also have f.lux and Unified Remote running, don't know if that matters. I uninstalled 17.7.2 and rolled back to 17.7.1 since with that version this problem doesn't happen. The mouse cursor stutters/stops for miliseconds at a time, show glitches specially when you start to move the mouse too fast (but not only then). I'm on Windows 10 x64 Creators Update and it also didn't seem to affect any games for me (Overwatch, Doom, CS:GO, etc.). Hopefully this gets fixed soon, because I really enjoyed the new features and the consolidation of features into a single window.

Mine is exactly the same - all over desktop and in any application etc. Insanely annoying and my mouse feels almost unusable.

Same problem, constant lag with 17.7.2. I use Corsair Link 18.104.22.168 for my H115I. I stay with the 17.7.1 for now. Need a patch asap.

Use the "report issue" function in the radeon settings.

You know this is mostly user to user forum (with occasional input from tech staff).
I use an ASUS RX 480 8GB Strix and the 17.7.2 WHQL Driver caused an very bad problem to me too:
My mouse keeps on stuttering in Desktop!
I have found out that as soon as i start the gaming platform "Steam" there is no stuttering no more and everything is fine again.
I always do run temperature monitor programs too (GPU Tweak II) but i only use it for monitoring purpose and my card is not overclocked!
I can't always run steam when I want to work on my computer, thats why i am going back to the 17.4.4 may3 WHQL driver.
Hopefully someone from the AMD staff reads this thread about that issue, because they really have to fix that in the upcoming WHQL driver and I can not report it through the drivers report function because it already has been uninstalled.

Sadly to report I'm having same issue I think even sine 17.7.1.....I'm not too sure I was not on 17.7.1 very long.
But luckily mine isn't so serious ! Mine actually only occurs whenever I close a game and right that very short few second when I return to Desktop, I get that
" mouse lag " that short freeze just for a few seconds and it's back to normal luckily....
I've no issue when using a Monitoring program.
Also I get this sort of mouse freeze whenever I Minimize / Maximize a Window ( Google Chrome, My Computer, My Document, STEAM etc ). It will freeze on the spot for a moment, until the Window finishes Maximizing / Minimizing...and I think it's the GPU Driver...since if I run my PC on Safe Mode / Uninstalled AMD Crimson Driver. The " freezing " doesn't occur...
Hopefully we get a fix soon.

I got another problem, when I use Youtube at full screen, it crash, and the radeon software stop working. Have to reset the pc sometimes, and the same problem with the mouse lag at desktop always,
Also I use Asus GPU Tweak II, and the info thats showing, its not correct. (I use OC mode allways it says 110%, and now says 20% dont know why).
Your other problem may be related to the new changes in the wattman coding, which now requires 3rd party oc software to be modified/updated.
Disable/uninstall gputweak, see if that resolves the crash. If not, you should start a separate for that issue.
