PCI-E Lane Speed Dropped in 17.7.2 - R9 Fury

Describe your issue:

  • Very low FPS in 3dmark Firestrike and games.  Firestrike GT1 in the 20 fps the entire run. Should be 60+.  I already isolated the issue.  PCI-E is stuck @ 1.1 during rendering.  It should be 3.0.  I rolled back to 17.7.1 and confirmed 17.7.1 goes to 3.0 when rendering.  The drivers were clean installed with both the AMD cleaner and DDU.
