ReLive Drivers Cause Blackscreen - R9 390 - Windows 10 build 15063 *Updated*

I've had this problem for a rather long time and I really, really want it to be solved now. When ever I update my MSI R9 390 to a ReLive driver the screen goes black midway of the install and the monitor keeps turning on and off though there's nothing to show. I waited 45 minute but it kept happening, doing a hard reboot gets me past the BIO screen and then the monitor issues starts happening again and I never see a login screen. To rollback I have to take out the GPU and switch the display to the CPU.

This has happened since the very first ReLive driver and because of that I've had to run off of 16.7.1 for the last couple months. Reason I want to update now is because Blender has a new feature but needs the latest drivers.

Before installing the driver I used DDU so it wasn't a driver conflict. I even retried with the uninstall option through the AMD manager but still nothing. I can't pinpoint it, could it be a chipset issue? The GPU I have has had no other issues before. There's some sort of driver incompatibility seems like.

My OS is Windows 10 64 bit build 14393.

Mobo: ASUS Z170-A

Edit: Some images of my GPU properties....
