Windows lock and sign-in screen disappeared after driver installation

I have Windows 10 Home edition (1703 build 15063.483) on an HP Proboook 4540s with AMD Radeon HD 7650M.

After installing the drivers provided by HP (15.20.1060 Rev.F) I started to get randomly on startup an INTERNAL POWER ERROR BSOD.

I couldn't find any fixes for that and I've uninstalled that version and installed the latest from AMD website.

After installing this the Windows lockscreen image and Windows sign-in image provided by Windows Spotlight were removed. I've even tried to revert to the old drivers from HP but still Windows spotlight does not work. Also removing the driver with amdcleanuputility.exe and letting Windows install the driver didn't not help. Also the beta drivers have the same issue.

How can I fix this without wiping and doing a clean reinstall?
