Weird graphical issue when setting my resolution to 1920x1080 lower

i have an AMD radeon RX 460 graphics card and for the past month or so i have been having this weird graphical issue as seen on this image, basically i have a 1080p display and i want to use the 1080p resolution whenever i try to set the resolution to 1080p i get this weird stretched looking graphical issue like the graphics card is having issues coping with the resolution. this also happens to other displays like the TV in the living room, the highest resolution i can use is 2560x1440 and the lowest i can use is 1360x768 and neither look good on a 1080p display. one other issue i have been having is now whenever i play Doom 4 and GTA 5, i have to change the resolution to 1360x768 to get a decent frame rate but before the issue occurred i could easily play both those games at 1080p at 30fps but now i cant even get 25fps. this issue has forced me to stop using my PC and instead build another one and use that. i want to figure out whats causing this issue and fix it asap. thank you in advance.
