I would try the GPU in a different system, it could be faulty.
I would try the 16.Q4 driver from 10/27/2016. It seems in April 2017 they introduced some power management changes in their drivers which may be causing this issue for GCN 1.0 cards.
Please find the list of previous drivers below, I'm not certain if your card is supported with these drivers but it's worth a try.

It looks like it was something faulty with the original card. I got a replacement and was able to install the drivers with no bsod.
