I honestly can't tell from that picture alone. Can you please see INFORMATION REQUIRED WHEN POSTING A QUESTION so we can cut out most of the guess work and get straight possible solutions. Please include your version of Radeon Settings/drivers as well.
It looks like you need to restart the radeon settings task. I would say it is probably a glitch with the .net framework and it doesn't start up correctly but you can probably restart your computer or go into your task manager and end the Radeon Settings:Host Application and then right click on your desktop and go back into your settings to force it to reopen and that should take care of the problem.
That is my best guess from the information provided. Ask whiskey-foxtrot stated above, more information would be needed to give a more definitive answer.
