XFX DD R9 280 plagued by UVD bug. Is there any fix?

My XFX R9 280 is getting stuck at UVD clocks (501-827MHz) at almost all times. a driver reset generally solves it for a short time, but it will even trigger during games, which should force it to go into performance mode. It even ignores my fully stable 1120Mhz/1425Mhz OC settings in both Overdrive and Afterburner.

 

Adjusting settings in games while in this state also fails to net any gain in FPS, even when going from max settings to minimum. IE, CS:GO Medium preset 90 FPS. Minimum everything except resolution? 95 FPS

 

Things I've tried:

Disable HW Accel - no help

Driver reinstall/rollback - Tried 3 different versions, no luck

DDU with newest driver - still doing it

 

Does anyone have any suggestions?
